Rylai’s Crystal Scepter has been out of the meta the last few seasons because “it’s been trying to serve tanky battlemages, burn mages, and AP supports alike all at once”, according to Riot Games.
Combined with Liandry’s Anguish, these two items are essential for AP supports like Brand and Zyra. In the mid lane, shorter ranged mages like Malzahar, and sometimes Morgana, would opt for Rylai’s as well.
In League of Legends patch 12.2, Riot is giving an overall buff to the item, affording it a clearer identity as a utility item.

Buffs to Rylai’s Crystal Scepter in League of Legends patch 12.2
- Combine cost decreased from 815 gold to 415 gold (total cost equally reduced)
- Ability power decreased from 90 to 75
- Health increased from 350 to 400
Sit up, mid lane mains! Decreasing an item’s cost by 400 gold is massive.
Built as a second item after Liandry’s Anguish, mid lane mage players will be able to come online earlier in the game.
Even though it is accompanied by a decrease of 15 ability power, the utility that these mages gain still converts into damage anyway, and will outweigh the loss in the mid game.
Cloud9 head coach Nick “LS” De Cesare further explained the effect of Rylai’s Crystal Scepter’s buff in his patch 12.2 rundown.
“The 400 gold is now basically allocated to the third item,” he said. “There’s going to be some ebb and flows in terms of their power, but ultimately this won’t end up hurting them until the fourth item… not the end of the world, massive buff to Rylai’s.”
